Project Manager - Heavy-Civil Site Development (Earthwork)

Position: Project Manager — Heavy‑Civil Site Development

Overview: We’re seeking an experienced Project Manager to lead turnkey site‑development projects—from initial clearing through underground utilities and final paving—on commercial, industrial, and mixed‑use sites. You’ll be responsible for the schedule, budget, safety, and quality while coordinating self‑perform crews and subcontractors, leveraging GPS‑guided equipment and robust safety protocols to deliver construction‑ready sites with zero surprises.

Key Responsibilities:
  • Project Planning & Controls
  • Develop project execution plans, CPM schedules, phasing, and cash‑flow forecasts from preconstruction through closeout; maintain updates that protect client financing and vertical construction milestones.
  • Lead subcontract buyout and change management; track budgets, productivity, and contingency to ensure on‑time, on‑budget delivery.
Field Operations & Delivery:
  • Direct day‑to‑day heavy‑civil activities: erosion control, clearing/demolition, mass grading, storm/sanitary/water utilities, retention/drainage systems, site walls, and asphalt/concrete paving.
  • Coordinate fleets of GPS Auto‑Grade equipment and survey to drive accuracy, reduce rework, and accelerate inspections.
  • Conduct routine site walks and QA/QC hold points; ensure inspection readiness and punch completion for a truly “construction‑ready” turnover.
Safety & Compliance:
  • Champion a performance‑based safety program modeled on high‑reliability standards; run toolbox talks, JHAs, and mock inspections; enforce environmental controls and permitting compliance.
Stakeholder & Client Management:
  • Serve as primary point of contact for owners, developers, and GCs; provide transparent reporting and proactive issue resolution to maintain “no‑surprise” delivery.
  • Coordinate with design teams, testing/inspection agencies, and authorities having jurisdiction to clear submittals, RFIs, utility cut sheets, and closeout documentation.
People & Partner Leadership:
  • Lead superintendents, project engineers, and subcontract partners; align manpower and equipment to meet production goals while developing the next bench of field leaders.
Required Qualifications:
  • 5+ years managing heavy‑civil/site development projects (commercial/industrial/mixed‑use) with end‑to‑end accountability for schedule, cost, safety, and quality.
  • Demonstrated experience with turnkey scopes: clearing, grading, underground utilities, stormwater/retention, and paving.
  • Proficiency with construction scheduling and controls; strong RFI/submittal/change‑order management and client reporting.
  • Working knowledge of GPS‑guided equipment workflows and survey coordination for line/grade verification.
  • Proven safety leadership within a structured program; ability to implement site‑specific risk controls.
Preferred Qualifications:
  • Experience delivering 5–60 acre developments and juggling multiple active sites with senior‑level engagement.
  • Background in value engineering and preconstruction estimating for site packages.
  • Familiarity with civil plan review, permitting, utility coordination, and inspection sequencing.
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience).
