• Analyze project plans, specifications, and related documents to prepare detailed cost estimates.
• Perform quantity take-offs for materials, labor, and equipment.
• Solicit and evaluate vendor and subcontractor quotes.
• Identify and assess project risks, constructability issues, and value-engineering opportunities.
• Collaborate with project managers, engineers, and clients to ensure alignment on scope and pricing.
• Maintain organized bid documentation and historical cost data.
• Prepare bid proposals and assist in project handoff to operations teams.
• Track actual costs and compare them to estimates for continuous improvement.

• 3–5+ years of experience in underground utility or civil sitework estimating.
• Proficiency in reading and interpreting construction drawings and specifications.
• Familiarity with estimating software (e.g., HCSS HeavyBid, Bluebeam, Agtek, Bid2Win).
• Strong analytical, organizational, and communication skills.
• Ability to manage multiple bids and deadlines simultaneously.
• Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred (or equivalent experience).

• Experience with both public and private sector projects.
• Knowledge of Florida and Georgia utility construction standards and permitting processes.
• Ability to build and maintain strong relationships with vendors, subcontractors, and clients.
