One of the largest privately financed BOOT hydropower projects in the world, Nam Theun 2 is intended primarily for export of power to Thailand.
The 1074 MW project comprises a 48 m high RCC dam impounding a 450 km2 reservoir, 35 km of major power channels, 2.5 km of power tunnels, and a surface powerhouse.  Power will be exported by a 500 kV transmission line crossing the Mekong to Thailand, and to the Lao grid by a115 kV line. Infrastructure works include the construction of 140 km of public roads.

Scott Wilson’s role is to advise the Government in its sovereign capacity and as a 25% equity holder in the project.  The firm's role is to protect the Government’s interest by auditing design and construction quality and ensuring that the construction contracts are carried out on an "open book" basis, because this affects the Government’s income from the project in terms of royalty payments, dividends and tax.

Scott Wilson has been Government’s Engineer on Nam Theun 2 since 2000. The early stages of work included design review, assistance with the preparation of the Concession Agreement and Power Purchase Agreements, review of the construction contracts, risk assessment and approval of the project budgets. Scott Wilson was subsequently retained by the Government to provide services during the construction phase, which include design review, construction review, social and environmental audits, Power Purchase Agreement audits and Concession Agreement compliance reviews.
