Leicestershire County Council provides a wide range of services to over 600,000 people in Leicestershire. The budget for the council is about £700m, and approximately 18,000 staff are employed in delivering council services. These services include Education, Social Services, Highways, Waste Management, Libraries, Museums and Country Parks services for the County.

Leicestershire County Council recently achieved four stars for its performance from an independent watchdog - the top rating possible. The four-star rating, awarded in December, followed the Audit Commission’s annual Comprehensive Performance Assessment which looks into the way councils operate and provide services. This year the Commission raised the standard and made the process far more rigorous and tough, with a change to a star rating - four stars being the highest achievement. As well as the star rating, the County Council was judged to be ‘Improving Well’ across its services since last year’s inspection, when it also received the top (‘excellent’) rating available at the time.

David Parsons, Leader of Leicestershire County Council, said: "The County Council was rated ‘excellent’ last year and I am delighted that we have continued to receive the highest rating this time. This is another outstanding achievement by our staff and a credit to them.

"Although Leicestershire County Council is firmly established as one of the top councils in the country, we are not complacent and must ensure that we keep up our efforts to maintain this position."

To ensure that the authority's performance is maintained, all service improvement programmes and development projects have been brought together in a single Change Programme. Managed directly by the authority's senior managers, and co-ordinated by a corporate Change Management Unit, its programmes of work will enable the authority to provide more customer-focused services and to improve their efficiency and effectiveness.
